ABOUT Downtown San Diego Partnership
THE DSDP TEAM
As the President/CEO of the Downtown San Diego Partnership, Kris Michell oversees the day-to-day operations of the 300+ membership organization with responsibility for implementing the Board’s Strategic Plan for downtown overseeing the $6 million Clean and Safe program; a 24/7 operation of maintenance and safety services.
Prior to her selection as President/CEO, Kris served as Chief of Staff to Mayor Jerry Sanders where she ran the day-to-day operations of the Mayor’s Office implementing the Mayor’s ambitious agenda for city government.
Her life has been a perfect mix of public and private service.
As past Vice President of the Sickels Group, she oversaw risk management with government approval/entitlements for key projects. Kris was also Vice President at Marsh Risk and Insurance Services where she led the Real Estate/Public Entity Practice. She counseled clients in the use of insurance as a business solution for government and real estate transactions.
If you love Petco Park, you can thank Kris for her role as Vice President of Governmental Relations for the San Diego Padres, where she managed overall governmental relations coordinating the campaign in support of Proposition C, the successful ballot measure that led to the development of Petco Park. Prior to the Padres, Kris was Director of Community Outreach, and Chief of Staff for Mayor Susan Golding spearheading the City’s efforts in hosting the 1996 Republican National Convention. She also worked as Community Affairs Director for the Building Industry Association coordinating overall political and community public relations activities, as well as grass-roots advocacy programs.
Kris is proud to serve on the boards of: San Diego County Convention and Visitor’s Bureau, San Diego Regional Economic Development Corporation, United Way of San Diego County, San Diego Foundation Regional Vision Group, She is a member of a variety of organizations including the Downtown Rotary Club of San Diego 33, the San Diego Regional Chamber of Commerce Public Policy Committee, and the Ending Homelessness Leadership Team.
A native San Diegan, Michell earned a B.A. in Political Science from San Diego State University. She and her husband, Mitch, enjoy spending time at the beach with family, and their dog Cody.
Executive Director, Clean & Safe ProgramRYAN LOOFBOURROWExecutive Director, Clean & Safe Program
Ryan Loofbourrow is the Executive Director of the Downtown San Diego Partnership’s Clean and Safe Program, a program designed to improve the appearance of Downtown’s streets and enhance public safety for residents, employees and visitors.
An 18-year veteran of establishing community safety and maintenance programs, Loofbourrow is a leader in creating homeless outreach programs for downtown communities. Under his leadership, the Downtown San Diego Partnership created its first homeless outreach program which has reunited more than 35 individuals with family throughout the United States.
Prior to joining the Downtown San Diego Partnership, Loofbourrow served as the Executive Director for Sacramento’s Clean and Safe Program. His many accomplishments during his tenure in Sacramento include reducing the public intoxication calls by more than 80 percent since 2005, housing 314 homeless individuals since 2005, and establishing a 24-hour graffiti abatement program. He also served on numerous policy advocacy committees working on issues such as graffiti abatement, ending chronic homelessness and managing the nighttime economy.
For his work, Loofbourrow has received a number of Sacramento City Council resolutions for service. In 2006, he received the International Downtown Association Special Achievement Award for the homeless outreach Navigator Program.
Loofbourrow graduated from California State University, Sacramento, with a bachelor’s degree in communication studies. He and his family reside in Point Loma.

Executive Vice PresidentJANELLE RIELLAExecutive Vice President
Janelle Riella, Executive Vice President of the Downtown San Diego Partnership, oversees legislative advocacy, policy implementation and communications goals for the 300-plus membership business organization.
As such, Riella lobbies for business-supported legislation at the state, local and federal levels and also manages the Downtown San Diego Partnership’s newly-created Political Action Committee, San Diego Jobs PAC. In the first election cycle, the San Diego Jobs PAC raised more than $340,000 to support endorsed 2012 elections and candidates.
Prior to Partnership tenure, she advocated on behalf of the San Diego Association of Realtors as Government Affairs Director by representing 12,000-member trade on related local, state, and federal level real estate industry legislation. Riella also managed the Realtors Political Action Committee.
Before her lobbying days, Riella worked her way up the staffer ladder from field representative for former state Senator Dennis Hollingsworth to Chief of Staff in the office of former state Assembly Republican Leader George Plescia.
Riella actively volunteers for a variety of organizations, including the San Diego County Taxpayers Association, and the San Diego Regional Chamber of Commerce. She served as President of UNICO San Diego, and Italian-American service organization, from 2006 – 08 during which time she helped raise and donate money for cancer research and college scholarships. Riella also graduated from the distinguished LEAD San Diego leadership program.
The California native earned a B.A. in Political Science from the University of San Diego.
Director of FinanceJOHN HANLEYDirector of Finance
John Hanley joined the Downtown San Diego Partnership in March of 2004 as the Accounting Manager for the Clean and Safe Program. The renewal of the Clean and Safe Program in 2005 doubled the previous budget with increased services provided to downtown.
John is responsible for the financial activities for both the Downtown San Diego Partnership, and its Clean and Safe Program. Prior to his work with the Partnership, John worked in the hospitality industry for 20 years in operations, sales, and accounting.
Born and raised in Wisconsin, John earned a B.S. in Hotel and Restaurant Management from UW-Stout. John enjoys being outdoors hiking, biking and working in the garden. John is active in his community and serves on the board of San Diego Canyonlands and leads a Canyon Friends Group with monthly events.
District DirectorBAHIJA HAMRAZDistrict Director
Bahija Hamraz is the District Director for the Downtown San Diego Partnership.
In this role, Bahija is responsible for managing the renewal process of the Clean and Safe program, overseeing the day-to-day operations of the Business Improvement District and leading the implementation of the organizational restructure.
Bahija has over 12 years of experience in accounting, financial management, client services and product development. Her career spans both the private and public sectors with experience working in various industries, including software development, hospitality and finance.
Bahija received a B.S. in Economics from the University of California, Berkeley. She lives in a lovely craftsman home in North Park, where she enjoys reading, playing with her dogs, hanging out with friends and family, and all things yoga.
Director of External AffairsJENNIFER DAVIESDirector of External Affairs
Through her role as director of external affairs, Jennifer Davies brings more than a decade of experience in local government and communications.
As communications director for Council President Pro Tem Sherri Lightner, Jennifer helped shape and communicate Lightner’s policy priorities, including economic development initiatives, workforce training, and the creation of a reliable water supply.
Prior to that, she served as the marketing and communications manager for Centre City Development Corporation, the former downtown San Diego redevelopment agency, where she worked on a number of important issues including as CCDC’s efforts to address homelessness.
Prior to her role at CCDC, Davies was a long-time staff writer at The San Diego Union-Tribune, covering a broad range of high-profile topics including the environment and consumer issues and such business sectors as tourism and telecommunications.
Davies graduated from UCLA with a bachelor’s degree in political science and earned her master’s degree in journalism from the University of Missouri, Columbia. She lives with her family in Ocean Beach.
Director of Membership Development & Special EventsLINDSAY KIRKMANDirector of Membership Development & Special Events
Lindsay is the Director of Membership Development & Special Events for the Downtown San Diego Partnership. She is responsible for managing the Partnership’s membership base of more than 200 businesses and organizations. She is also responsible for the coordination of all special events, including the Annual Alonzo Awards Dinner.
She has been with the Partnership since 2011 and started as the Operations and Media Manager. Lindsay began her career in development and events at the ARC of San Diego as an intern in the development and marketing department.
Born and raised in Vacaville, California, Lindsay enjoys camping, cooking, and spending time with family. Lindsay received a B.A. in Communication, New Media from San Diego State University and lives in Crown Point.
Human Resources Manager - DSDP Clean & Safe ProgramLAURA RABAGOHuman Resources Manager - DSDP Clean & Safe Program
Laura Rabago has been with the Downtown San Diego Partnership Clean & Safe program since February 2004. Laura brings a strong background in Human Resources and Customer Service. Before joining the Clean & Safe Program Laura was employed in the hospitality industry working for 12 years in Tijuana and San Diego. Laura attended the University of Baja California in Tijuana, where she earned a Bachelor’s Degree in Tourism Administration.
Some of Laura’s responsibilities include administrating compensation and benefits policies and acting as a link between management and employees.
Laura has been married for ten years and has a beautiful six year old son. In their spare time Laura and her family love to visit with relatives on both sides of the boarder.
Homeless Outreach Lead - DSDP Clean & Safe ProgramKELLY KNIGHTHomeless Outreach Lead - DSDP Clean & Safe Program
Kelly Knight brings to Downtown San Diego Partnership Clean & Safe a wide range of experience working with the homeless population and homeless service providers of San Diego. Before coming to Clean & Safe Kelly was employed with Alpha Project for the Homeless for seven years working on many different programs and projects including Winter Shelter, The Plan to End Chronic Homelessness and Street Outreach to name a few.
Kelly is a native San Diegan who enjoys the diversity of our beautiful city by the bay. Some of her interests include reading, cooking and spending time with her daughter.
Kelly conducts street outreach, provides resources and referrals to the Downtown homeless population. She also facilitates the Work Your Way Home program and collaborates with other service providers to help homeless individuals navigate the systems of care available to them.
Membership/Events CoordinatorKAITLIN PHILLIPSMembership/Events Coordinator
Kaitlin is the Membership and Events Coordinator for the Downtown San Diego Partnership. Kaitlin works closely with the events and membership manager to coordinate the Partnership’s popular special events.
As a San Diego native, Kaitlin is excited to be part of a results-oriented, driven organization that serves downtown and its surrounding communities. She joined the Partnership after working several years in the events and promotional management industry.
Kaitlin received a B.A. in Communication from the California State University, San Marcos. In her free time, she loves to hang out with her family, travels as much as possible, and can’t wait to attend the many local sporting events and concerts San Diego has to offer.
Director of Operations - Clean & Safe ProgramSAM JACKSONDirector of Operations - Clean & Safe Program
Sam has been with the Downtown San Diego Partnership’s Clean & Safe Program since June, 2006. Prior to coming to Clean & Safe, Sam was an engineer at RJ Reynolds for 14 years and proudly served in the United State Armed Forces for 20 years. Sam brings decades of strong leadership and management experience to the Clean & Safe program.
Working directly with the Executive Director, Sam oversees the daily operations of Clean & Safe. Some of his duties include the scheduling of daily maintenance, power washing sidewalks, and tree trimming. Sam works closely with the downtown residents, and property and business owners, to ensure our downtown neighborhoods are the cleanest & safest of any city.
Executive Assistant - Clean & Safe ProgramKATE SIMPSONExecutive Assistant - Clean & Safe Program
Kate returns to San Diego after earning her degree in Communications from San Francisco State University. A San Diego native, Kate is happy to be a part of the Downtown San Diego Partnership, Clean & Safe Program. She will be serving as the Executive Assistant to the Executive Director and the Clean & Safe Program.
A few of Kate’s favorite things are cooking, sports, fitness, supporting her local community, as well as spending time with family and friends.
INTERN SUPERSTARKATARINA VASQUEZINTERN SUPERSTAR
Katarina Vasquez is a Communications major and a Television, Film, and Media minor at San Diego State University. Although she was born in San Diego, as the daughter of a U.S. Naval Captain, she has moved all over the U.S. since she was young. When she was 13, she and her family moved back to San Diego and she hasn’t left since. In her spare time she enjoys fashion, creating art, hiking, going to the beach, and quoting movies with her friends.
After graduation, she hopes to gain experience in social media, event planning and television production. She recently turned 21 and loves to hang out Downtown. She is excited to learn more and contribute to the vision of the Downtown San Diego Partnership.
Intern SuperstarDORIAN BONTEMPS-DIXONIntern Superstar
Dorian Bontemps-Dixon is one of our newest interns as of September, 2013. He is a senior at San Diego State University with a major in Public Administration. Dorian was born in San Diego and has been captivated by this city. Growing up in a very active and loving household, Dorian has enjoyed playing baseball, soccer, football, and even ran track & field for six years. He also enjoys maintaining a healthy social life by spending quality time with his family and friends in the Downtown area. While finishing his last year at San Diego State University Dorian continues to strive for academic excellence while still placing aside the time to grow spiritually with other students who are a part of the Intervarsity Christian Fellowship. Dorian is extremely thrilled to become an effective member for the Downtown San Diego Partnership team and contributing to the exciting projects and plans that we have to offer.
The Partnership plans, produces, and promotes a variety of special events throughout the year.
